Objectives:

Gender Equality in Local Development (2007)

SLOVENIA:
Following the Act on Equal Opportunities for Women and Men, several local administrations (municipalities) have appointed coordinators for equal opportunities for women and men, which cooperate closely with the Office for Equal Opportunities. As an outcome of trainings and workshops on gender mainstreaming, organized by the Office, the initiative to prepare the strategy on integrating gender equality into local development policies aroused.
Recognising particular gender problems in local environments is essential for designing and implementing the strategy that would bring long-term benefits in sustainable development of local communities. The main target group of the project are policy- and decision-makers in local administrations. Consequently, the project activities would promote gender equality in various areas of local development and lives of local women and men, in economy, politics, social affairs, cultural life, traditional roles etc.
The Office for Equal Opportunities undertook the following activities:
1. Analysing gender problems in local environments and identifying possible interventions for integrating gender perspective in local development – workshops in 10 pilot local administrations.
2. Development of a strategy for mainstreaming gender into local policies, to be implemented by local administrations – 2-day seminar for policy-makers from 10 pilot local administrations during which the strategy/integrated tool will be developed.
3. Concluding seminar/conference with the aim to present good practices, tools and strategies from each partner country.
4. Dissemination of the project results to all local administrations and relevant public authorities – toolbox for gender mainstreaming into local development, based on national and international experience and materials.
Projects under PROGRESS

Making gender mainstreaming work! (2008)
Office for Equal Opportunities is this year running a project »Making gender mainstreaming work«, under the European Commission's grant for the improvement of gender mainstreaming in national policies and programmes.
The main objective of the project is to raise awareness on gender equality issues and importance of gender mainstreaming for policy- and decision-makers in all relevant areas.
In end of May 2008 we send questionnaires to all ministries, to be more exact, to Heads of Minister’s Offices, to Secretary-Generals, Directorates and Bodies within the Ministries and to the Coordinators for Equal Opportunities for Women and Men in the ministries.
Based on questionnaires returned from state administration we carried out gender sensitivity analysis and analysis of policy-making processes in different areas. According to analysis possible intervention points for gender mainstreaming were identified. These intervention points are our vantage points for preparation of toolbox, composed of manual for gender mainstreaming, checklist for gender mainstreaming in everyday work of state officials and of gender equality and gender mainstreaming training module.
Regarding to intervention points, our project aims at two different target groups. First target group are Coordinators for Equal Opportunities for Women and Men in the ministries and the second target group are policy- and decision-makers, more accurately heads of departments in the ministries, officials involved in preparation of legislation in the Government and the Parliament and officials involved in preparation, implementation and evaluation of different EU programmes. For these two target groups we will prepare two different workshops / training sessions which will be held in the beginning of October 2008.
For Coordinators for Equal Opportunities for Women and Men in the ministries a 1-day training session is planned. Due to the fact that Coordinators for Equal Opportunities for Women and Men in the ministries have already attended former workshops about gender equality and gender mainstreaming and are therefore familiar with general basis of gender mainstreaming. This year we are planning to equip them with concrete methods and examples for gender mainstreaming. In other words, to train them on how to implement gender mainstreaming in their daily work, for example in different stages of policy making (preparing, implementing or evaluating of acts and legislation, different kinds of programmes etc.).
For policy- and decision-makers we are planning to prepare a 2-day workshop on more general basis about gender equality and gender mainstreaming, including with examples how to implement gender mainstreaming in practice. Because of a variety and a larger number of the group of policy- and decision-makers, we would divide participants into two smaller groups of about 35 people; therefore the two 2-day workshops would be performed on the same content.
All results of the project will be disseminated, manual and checklist will be dispatched in print version to all relevant actors, training module will be offered to the Administration Academy in order to be integrated into systematic trainings for public officials, information about the project and its results will also be available on the Office’s website. To present the results and conclusion of the project to the public press release or the press conference will be organized.
